Multinational corporation 에 대해 내가 적은 토론자료이다. 특히 이 부분은 개발도상국들이 다국적기업에게서 어떻게 하면 기술을 잘 이전받을 수 있을 것인지에 대한 부분이다.

I am going to present the possible solutions that developing countries can take advantages of technology transfer from Multinational corporations.

 

Theoretically, Technology transfers from Multinational corporations. are one of the best ways to boost economy. According to solow, technological progress is the best way for an economy to develop. Findlay developed Solow’s model and argues that Multinational corporations can bring about a growth in the diffusion of technology, which can lead to significant economic growth. And also according to Hirschman’s backward-forward theory, Multinational corporations can help domestic firms in developing countries to increase their productivity through technology transfers.

 

However, There are some problems exist. The capabilities and technologies of companies in DCs are relatively poor compared to Multinational corporations so domestic firms may find it difficult to compete with them. In this case, Ha-Joon Chang aruges that

domestic industry might be demolished before technological transfer take place. Therefore, he argues that the government should establish relevant policies to protect infant industry in short term. Moreover, if DCs want to maximize technology transfer for their infant industries, goverment should help small companies to negotiate with Multinational corporations because small companies do not have power to have better position during the negotiation. Therefore, The transfer of technology is strongly related to the power of a government: if a government’s power is weaker than an Multinational corporations there is less possibility that technology transfer takes place. But In reality, the power of government in developing countries is weaker than MNCs, therefore Stigliz argues that International commercial court should be establish to help developing countries for fair negotiation.

Negotiating infrastructure deals and establishing a national running system are also two good methods to foster technology transfer, as they can set a very solid foundation on which to build developing industries. If a government negotiates with an Multinational corporations regarding expanding the country’s infrastructure, educating the labour force or transferring technology, then the entry of the Multinational corporations to the domestic market can be a good engine of growth, even if the Multinational corporations leaves at a later date.

Again, Stigliz argues that International commercial court should be established to help developing counties.
